Ponce, a 9-month-old Labrador retriever, was found dead in his owner's back yard in Volusia County.  When the officers found the small body huddled in the dark, lying next to a bloodied fence, Ponce’s injuries were “consistent with being hit by a car. He had a punctured lung, fractured and broken jaw, fractured rib and internal bleeding.” Following approval by the Florida Legislature, Gov.
