Ponce was thrown across the room into a wall and then beaten to death with a rope.
Section 1. Subsections (1) and (2) of section 828.12, Florida Statutes, are amended to read: 828.12 Cruelty to animals.— (1) A person who unnecessarily overloads, overdrives, torments, or shelter, mutilates, unnecessarily kills, any animal, or causes the same to be done, or carries in or upon any vehicle, or otherwise, any animal in a cruel or inhumane manner,commits animal cruelty, a misdemeanor of the first degree, punishable as provided in s. 775.082 or by a fine of not more than $5,000 or both.
(2) A person who intentionally commits an act to any animal, or a person who owns or has the custody or control of any animal and fails to act, which results in the death, or excessive or repeated infliction of unnecessary pain or suffering, or causes the same to be done, commits aggravated animal cruelty, a felony of the third degree, punishable as provided in s. 775.082 or by a fine of not more than $10,000 or both.

Military support programs: Operation Baghdad Pups - SPCA rescue animals befriended by soldiers in active duty warzones and bring them to live with them in the US.Operation Military Pets - SPCA subsidize the cost of moving pets with military families on change of station orders - something the military does not cover
Shelter support programs: Shelter Support Grants - Direct cash grants to shelters and animal welfare organizations all over the world to continue their operations. SPCA just did a big push in February for spay and neuter month and gave over $100k to shelters who specialize in low cost spay and neuter operations
Veterinary supply aid - SPCA sends sterile surgical supplies/medications to shelters all over the world to assist in their animal care operations
Education - SPCA believe this is the most important piece of the puzzle, to educate the public on why animal welfare is important and improves communities

TOPIC: Update on Lucy the Elephant's health, LEAP and Free the Wild Involvement..
Lucy the Elephant has been at the Edmonton Valley Zoo for 44 years and turns 46 this year. This is an ominous milestone as zoo elephants rarely survive to their mid forties. Lucy suffers from a number of zoo induced ailments which will shorten her life expectancy. She has no other elephant companions, which is considered cruel by elephant experts due to their highly complex social needs. The harsh Edmonton climate is detrimental to her health and painful for her ongoing arthritis and foot disease. Lucy lives in a tiny concrete cell and is only allowed outdoors for short controlled walks, weather permitting many days she never gets out at all.
Free the Wild sent a letter from our co-founder Cher to Mayor Don Iveson and the Director or Edmonton Valley Zoo, Gary Dewar. We offered to send an independent elephant expert vet to examine Lucy and determine the genuine status of her health.

In 2012, a 17-month-old Jacksonville boy, Dylan Andres, was attacked & killed by his neighbor's chained dog. More than two million kangaroos are shot each year in Australia. It’s the largest land-based commercial wildlife slaughter in the world, ten times larger and far bloodier than the notorious seal slaughter in Canada.
Campaign objective
Secure corporate pledges from Nike and other athletic shoe companies to stop sourcing kangaroo parts in their supply chain, dealing a blow that Australia’s kangaroo industry is unlikely to survive. Our effort will include working with allies in Congress to introduce bipartisan legislation in Congress to prohibit buying or selling of kangaroo parts in the United States.
Animal Wellness Action has a mission of helping animals by promoting legal standards forbidding cruelty. AWA champion causes that alleviate the suffering of companion animals, farm animals, and wildlife. AWA advocate for policies to stop dogfighting, cockfighting, horse soring, and other forms of malicious cruelty and confront factory farming, cosmetic testing, wildlife trafficking, and other systemic forms of animal exploitation.

In 2012, a 17-month-old Jacksonville boy, Dylan Andres, was attacked & killed by his neighbor's chained dog. Following the attack, League of Humane Voters legislative Rep Renee Rivard with the Andres family's help passed a dog chaining law for Duval County.
There are 19 Florida counties that have attended tethering ordinances. These ordinances protect almost 65% of Florida's residents & their pets!

TOPIC: Florida House Bill introduced that would prohibit the retail sale of dogs/cats & FL Wildlife Commission later in Feb that would tighten (maybe prohibit) breeding and sale of some nonnative reptiles in FL.
As the Florida State Director for the Humane Society of the United States- Kate MacFall works on a wealth of animal welfare issues, including statewide legislation and programs designed to protect companion animals and wildlife. She is also one of the founders of the Animal Shelter Foundation, a non-profit organization created by volunteers to support the animals in the care of Tallahassee Animal Services Center.

A puppy named Ponce was the inspiration for the law. Ponce, a 9-month-old Labrador retriever, was found dead in his owner's back yard in Volusia County.
When the officers found the small body huddled in the dark, lying next to a bloodied fence, Ponce’s injuries were “consistent with being hit by a car. He had a punctured lung, fractured and broken jaw, fractured rib and internal bleeding.”
